  PowerShell MVP Keith Hill, http://rkeithhill.wordpress.com/, will be giving a talk on effective PowerShell.  It's an excellent session for anyone but it should work really well for those just getting started with PowerShell.  Also a great talk for more intermediate and advanced users.
